You are already there
"We are not there yet" is the most common sentence in public sector digitalisation. It arrives early in the conversation, it is said in good faith, and it describes something other than the organisation's capability. Readiness sits in the question being asked, and the question that decides the first step can be answered today by anyone who knows their own operation.
The position
Municipal boundaries exist. Schools, care homes, water works and fire stations have addresses. Networks run between towns already on a map. Residents are counted every year.
What follows
The run-up to a shared operating picture is zero. The material is open data and the organisation's own knowledge, and what remains is to place existing work on ground that already exists.
The move
Change the question. "Do you have a digital twin?" cannot be answered yes. "Show me on the map what you work with" is answered immediately, without preparation and without a project.
The nine answers
1 · Reality is already there
Geography, buildings, networks and population figures are published as open data and known to the organisation itself. None of it has to be built, procured or matured.
What remains is placing what the organisation already holds onto ground that already exists.
2 · The map is already in use, and it lives in people
Every time somebody says the trouble is in that municipality, that hall runs warm, or that home has poor coverage — the map is in use. It is accurate, it works, and it exists in a handful of heads.
The work moves out a capability already in use. It creates no new one.
3 · The maturity ladder describes a sales model
The idea that an organisation must climb through levels before it may look at its own reality comes from models that are sold. The ability to describe your own reality is what makes the later steps possible, and it comes first in the order.
Nobody needs level three to point at where their server halls stand.
